This presentation outlines the difference between open access and public access mandates and the history and current state of federal public access mandates. This presentation reviews the common components of federal agency public access compliance plans and provides resources for identifying the plans applicable to various funding agencies. Also discussed are the complexities and the potential for administrative burden associated with federal public access compliance and Notre Dame's experience with the implementation of the National Institutes of Health (NIH) public access policy.
