<p dir="ltr">After initial exploratory dialogues between the Peace Accords Matrix (PAM), Catholic Relief Services - Philippines (CRS), and Bangsamoro-based civil society organizations (CSOs) in 2019, the value and potential of CSOs working in proximity to communities to strengthen the normalization implementation process became increasingly evident. Through a series of meetings, consultations and workshops over the following four years, a civil society-led monitoring platform was developed: Peace Accords Matrix - Mindanao (PAM-M). In 2024, ten representative CSOs operating in Mindanao created and finalized a monitoring methodology with the technical assistance of PAM, and launched this platform to monitor the status of Normalization commitments as outlined in the 2014 Comprehensive Agreement of the Bangsamoro (CAB). Organizations identified a subset of commitments in the Annex on Normalization that held the most urgency and salience for the communities they serve, which resulted in 40 stipulations following PAM methodology. The first baseline assessment report utilizing this methodology was completed in December 2024 and published in January 2025.1 The 2nd assessment, held on 8-9 April 2025 in Davao City, aimed to share information and create a collective understanding among civil society partners on implementation advancements in the peace process since November 2024 based on evidence gathered from communities. </p><p dir="ltr">PAM-M collaborates with civil society organizations to incorporate community perspectives on the ongoing implementation progress and challenges on the status of 40 specific stipulations in the Normalization Annex. This collaborative platform continues to engage other key peace process stakeholders while sustaining its monitoring efforts. Early this year, indigenous peoples (IP) leaders and community monitors also committed to monitoring normalization commitments through PAM-M’s CSO platform. As the number of events related to normalization unfolded in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the past months, civil society partners continue their data collection to ascertain the status of stipulations they monitor.</p>
