Time Is Running Out to Implement the Gender Approach: Progress, Challenges, and Opportunities Six Years After the Colombian Final Peace Accord’s Signing

<p dir="ltr">This report presents a rigorous, evidence-based analysis of the process<br>to implement the Colombian Final Peace Accord’s gender commitments,<br>covering the December 2021–November 2022 period. It presents the<br>implementation status, gaps, achievements, outstanding challenges, and<br>opportunities that could lead to increased levels of implementation of the<br>gender approach. </p><p dir="ltr"><br></p><p dir="ltr">The report includes a special emphasis on analyzing<br>commitments tied to rural women and LGBTQ+ people in all their diversity.<br>In preparing this report, the Kroc Institute followed the methodology it<br>developed to monitor the Final Accord’s implementation. This methodology<br>includes the identification of 578 stipulations, understood as concrete,<br>observable, and measurable commitments laid out in the text of the Final<br>Accord. Of these total stipulations, 130 were characterized as gender<br>stipulations because they (a) include actions to ensure the prioritization<br>of women and LGBTQ+ people in programs related to Final Accord<br>implementation; (b) encourage the leadership and participation of women<br>and LGBTQ+ people in certain bodies or implementation processes; (c)<br>address issues such as structural discrimination and the disproportionate<br>impact of the armed conflict on women, girls, and LGBTQ+ people; and (d)<br>guarantee equitable access to Final Accord programs and benefits.<br></p><p dir="ltr">The 130 gender stipulations are organized into four core areas of analysis<br>in this report: (a) rural transformation, (b) participation guarantees and<br>Final Accord implementation mechanisms, (c) security guarantees and<br>reincorporation, and (d) victims’ rights. To develop each core area, the<br>Kroc Institute’s team drew upon individual and collective interviews and<br>conversations with more than 20 organizations, people, and institutions<br>involved in implementing the gender approach, as well as drawing from the<br>team’s process of reviewing and analyzing Final Accord implementation<br>sources.</p>
