Time Is Running Out to Implement the Gender Approach: Progress, Challenges, and Opportunities Six Years After the Colombian Final Peace Accord’s Signing

This report presents a rigorous, evidence-based analysis of the process
to implement the Colombian Final Peace Accord’s gender commitments,
covering the December 2021–November 2022 period. It presents the
implementation status, gaps, achievements, outstanding challenges, and
opportunities that could lead to increased levels of implementation of the
gender approach.


The report includes a special emphasis on analyzing
commitments tied to rural women and LGBTQ+ people in all their diversity.
In preparing this report, the Kroc Institute followed the methodology it
developed to monitor the Final Accord’s implementation. This methodology
includes the identification of 578 stipulations, understood as concrete,
observable, and measurable commitments laid out in the text of the Final
Accord. Of these total stipulations, 130 were characterized as gender
stipulations because they (a) include actions to ensure the prioritization
of women and LGBTQ+ people in programs related to Final Accord
implementation; (b) encourage the leadership and participation of women
and LGBTQ+ people in certain bodies or implementation processes; (c)
address issues such as structural discrimination and the disproportionate
impact of the armed conflict on women, girls, and LGBTQ+ people; and (d)
guarantee equitable access to Final Accord programs and benefits.

The 130 gender stipulations are organized into four core areas of analysis
in this report: (a) rural transformation, (b) participation guarantees and
Final Accord implementation mechanisms, (c) security guarantees and
reincorporation, and (d) victims’ rights. To develop each core area, the
Kroc Institute’s team drew upon individual and collective interviews and
conversations with more than 20 organizations, people, and institutions
involved in implementing the gender approach, as well as drawing from the
team’s process of reviewing and analyzing Final Accord implementation
sources.
