<p dir="ltr">Through a disregard for traditional architecture and urban design in the centre of cities, civic participation is inhibited. Placing a public library that demonstrates the contemporary value of traditional design in the centre of a city consecrates knowledge as a shared core value of the city and encourages active participation in those values.</p>
